On October 12, during an extended meeting of the Presidium of the Congress of Local and Regional Authorities under the President of Ukraine, chaired by the head of the Office of the President Andriy Yermaka, the head of the regional department of urban planning and architecture, an active member of the Academy of Architecture, Volodymyr Bikov, and members of a group of young architectural students asked members of the Presidium of the Congress questions about the development of state programs for the construction of modular cottage towns and the resettlement of residents of the border zone.

The speech was held online in the picturesque village of Khukhra, not far from the city of Okhtyrka, in a safe zone with developed infrastructure and social security. There are available workplaces and free land plots allocated for public and residential development. At the initiative of young architects, the experimental project "Street to street" is being implemented, which is the design of modular cottage towns for resettlement along entire streets and villages to new places in a safe zone. This project is interesting, but needs funding sources.
